Amended office hours for Archuleta County Clerk and Recorders Office

During the month of March, the Archuleta County Clerk and Recorders office hours will be changed to facilitate staff training.  The amended hours will be 10:00 am to 4:00 pm Monday through Friday.  Regular office hours (8:00 am to 4:00 pm) will resume April 3, 2017.

Consideration of Approval of the 2017 Archuleta County Annual Operating Plan

The purpose of this Annual Operating Plan is to set forth the standard operating procedures, agreed procedures and responsibilities to implement cooperative wildland fire protection on all lands within Archuleta County. 

The participants of this plan are Archuleta County, Southwest Regional of the Colorado Division of Fire Protection and Control , US Forest Service San Juan National Forest, South West District of the Bureau of Land Management and Southern Ute of the  Bureau of Indian Affairs.

CPW Impact Assistance Grant

This is an application for a Colorado Parks and Wildlife Impact Assistance Grant. It is very similar to a Payment in Lieu of Taxes process. It is only on the property owned by Colorado Parks and Wildlife. We currently have 4 parcels that qualify. A signature from a Commissioner is required.

Consideration of Resolution 2017- _____ Pagosa Skyrocket Mutual Planning and Process Development Supporting Recovery and Delisting

For consideration is a resolution advocating a proactive participatory approach to the management, recovery and ultimately, delisting of the Pagosa Skyrocket.

Consideration of an Engineering Services Agreement with Davis Engineering for Asphalt Preservation on North Pagosa Blvd

As part of the 2017 Road Capital Improvement program, the County Road & Bridge Department intends to execute an Asphalt Preservation Project on approximately 2.5 miles of North Pagosa Blvd. from Park Avenue to Aspenglow Blvd.  This project consists of crack sealing and some full depth patching, followed by chip sealing.

The Road & Bridge Department requests approval of the attached engineering services agreement with Davis Engineering, specifically for Preliminary, Design and Construction Engineering services related to the project.  Davis Engineering have been on the County’s On-Call Civil Engineering List for many years.

The agreement has a not to exceed amount of $19,150.  The estimated cost of the complete project (including actual construction services to be separately awarded), is $200,650.

Consideration of an Engineering Services Agreement with Davis Engineering for Reconstruction or Resurfacing Various County Roads

As part of the 2017 Road Capital Improvement program, the County Road & Bridge Department intends to execute paving, reconstruction or resurfacing on portions of Trails Blvd., Backswing Drive, East Golf Place, Monument Avenue, Butte Drive and if remaining budget permits, Pines Drive.  The portion of these roads falling within this project are currently either gravel or deteriorated chip seal on gravel, but would be asphalt paved. 

The Road & Bridge Department requests approval of the attached engineering services agreement with Davis Engineering, specifically for Preliminary, Design and Construction Engineering services related to the project.  Davis Engineering have been on the County’s On-Call Civil Engineering List for many years.  Note that Preliminary and Design Engineering Services will be performed for all of the roads mentioned above.  Construction Engineering Services may vary, depending on if the County has sufficient 2017 budget to include construction on Pines Drive.  (This will not be known until bids are received and a separate construction award is made later in the year).   

The agreement has a not to exceed amount of $332,950 ($301,569, if Pines Drive is not reconstructed during 2017). The estimated cost of the complete project (including actual construction services to be separately awarded), is $3,004,927 ($2,446,512 if Pines Drive is not reconstructed during 2017).
